[openapi-to-tsp] Remove ArmResponse

In some specific cases, if the response is wrapped with ArmResponse, there will be a model called ArmResponse which will be mix up the differences when we do swagger comparison.

Solution:

1. Figure out why there is ArmResponse model.
2. Just remove the ArmResponse model.
