Unable to see error message when system assigned identity is in off state #6524

Describe the Bug with repro steps

  1. Create a standard logic app in Brazil south region.
  2. Add stateful workflow
  3. Disable system assigned identity.
  4. Add http request trigger
  5. Add Azure Resource Manager- Read a subscription action
  6. Create a new connection, create new button should be in disable state along with error message under Read a subscription action.

Expected: Create a new connection, create new button should be in disable state along with error message under Read a subscription action.

**Actual:**Create a new connection, create new button should be in disable state along with error message under Read a subscription action. But only create button is in disable state, we are not able to see the error message. When we close or come out of create connection page authentication option is going back to normal state as Oauth, Is this the expected change going forward?
