When adding new compose action the old deleted compose name comes on new compose action

Describe the Bug with repro steps

1. Open any one existing workflow of the standard logic app
2. add a new Compose action and change its name
3. add another new Compose action
4. now delete the both the Compose actions
5. add new Compose action, now the 1st deleted compose action will added
6. add another Compose action, 2nd deleted compose action gets added

What type of Logic App Is this happening in?
