Overview/Summary

In this PR I'm adding the OpenSSF badge to the readme page.
Additionally, I'm applying the linter recommendations to the README.md file and pinning one dependency that wasn't already pinned on the Actions.

This PR fixes/adds/changes/removes

  1. Adds OpenSSF badge to the README page.
  2. Applies linter recommendations to the README.md file.
  3. Fix one dependency that wasn't already pinned on the Actions.
