Create scripts to streamline setting up Azure AD, and Azure DevOps to use the Azure Landing Zones for Canadian Public Sector.

The scripts will support activities related to configuring Azure AD (e.g. security groups, service principals, etc.) and Azure DevOps (e.g. creating service connections, pipelines, etc.)

Create detailed documentation for using these scripts, complementing and cross-referencing the existing "Azure DevOps Pipelines Onboarding Guide" documentation.
