Get-GitHubRelease function cannot be called within the module.

Get-GitHubRelease function needs to be available for end-users to be able to easily pull-down newer release versions of ALZ-Bicep to easily keep their projects in-sync.
Describe any alternatives you've considered
Have the script copied to the ALZ directory or reference the script from Jack's repository in README.
