Don't return $True from New-ALZEnvironment

Returning $True doesn't have any value - it displays in the console and is probably confusing.

### Expected Behavior
No $True displayed on completion of New-ALZEnvironment

### Current Behavior
$True is displayed when New-ALZEnvironment completes.
