Feature request: Update target modules to get some usage data

Description

In order to gain some usage stats, we can't use the default release zip / tar files since there are no download stats available from the GitHub API for them.

This Issue to to update the PowerShell module to target the new artefacts that have already been setup for bootstrap and starter.

Describe the solution you'd like

If we create some artefacts for each release, we can then target them from the PowerShell module and get some stats. There will be no functionality or content changes, just a different file name.

There aren't any known alternatives outside of adding telemetry to the code, which is overkill at this time.
