[Feature] Allow changing configmap of Imager Cleaner / Eraser

Is your feature request related to a problem? Please describe.
We would like to disable scanning part of Image Cleaner and change the request and limits of jobs which eraser controller start.

        enabled: false

Additional configmap which will patch default eraser-manager-config,

Describe alternatives you've considered
Removing Image Cleaner / Eraser and installing it directly to cluster from Helm.
