Is your feature request related to a problem? Please describe.
In many AKS releases earlier this year it was noted that the K8s 1.30 release would mark the end of Beta APIs being enabled by default on AKS, and that a new flag would be provided "closer to the 1.30 release" to enable beta APIs.

This flag seems to have fallen off the roadmap, as it was not mentioned since the release at the end of June, and 1.30 was made GA at the end of July with no mention of this flag.

I am looking to enable beta APIs to get a feature that K8s 1.31 supports, but seem to be unable to do so despite the many months of promises of this flag coming.

Describe the solution you'd like
Microsoft to make good on the promise to give users a flag to enable beta APIs.

Describe alternatives you've considered
There are no alternatives other than building my own K8s cluster and managing the control plane myself, which I want to avoid.

I'd love if the team could share some additional context on what happened here.
