`azd up` fails due to missing `infra/main.bicep`

Describe:
Running azd up failed with the error message indicating that the infra/main.bicep file cannot be found in the project. The specific error message is as follows:

Repro Steps:

1. Run azd init --template Azure-Samples/remote-mcp-functions-java.
2. Run azd up.

Environment:

• OS: Windows
• Azure Functions Core Tools Version: 4.5.0.
• Azd version: azd version 1.21.3 (commit b01891fc63b1faf9a9633cdc630deab0b4d569c4).

Expected behavior:
The command azd up can runs successfully.
