Added OpenAI Agents lab with Terraform

Purpose

A new lab has been created for the openai-agents scenario, this time using Terraform.
All modifications are located in the openai-agents-tf folder.
The lab follows the structure of the other labs, particularly openai-agents, and the Jupyter notebooks have been updated accordingly.
