[BUG] funding the publisher requires a restart for sequencer to pick it up #19855
Description
What are you trying to do?
The Aztec node doesn't realise that the publisher address now has enough balance to publish txs to L1 after it got funded with new ETH.
The only way to fix this is to restart the node.
