[win32gdk] Remove unused relocatable; gcompat.h:

They are GPLed (unlike the rest); our build has `#undef ENABLE_RELOCATABLE` in `graf2d/win32gdk/gdk/src/iconv/config.h`. gcompat.h is not included anywhere. So there is just no reason to keep these.
