Opaque error message "Server communication error" when trying to create numeric username in Synapse-Admin

Trying to create username "1" produces "Server communication error". Numeric usernames reportedly are reserved for guest accounts. (See matrix-org/matrix-synapse-ldap3#179 .) The request in this issue is just for a more informative error message.
