Show the theme details on the theme details page for retired themes

Retired themes have all of their instructions removed, instead just displaying an ominous notice about the theme being retired.

There's nothing wrong with a user deciding to keep using a retired theme, and hiding all of the information does those users a disservice and also increases our support load. We should display the written instructions we do for any other theme, and remove the ominous warning.

As part of this issue, we should remove the Retired theme banner as spoken here
