Users: Different roles are not explained before change

When editing the role of an existing user, there is no explanation about what the different roles mean until you change it, but at that point the new role has been already saved.

It'd be great to know the role description before changes are saved, either by designing the role selector, or by preventing the edit user from from being saved automatically.
