See pe7F0s-1Yu-p2 -- the push notifications should be in the device language, but they're not. We had a workaround, but it's no longer working. The ideal solution would be to fix this by not generating the notifications through WordPress.com, but anything we can do to improve the flow in the meantime (like identifying where users can change their notifications locale) would be helpful. Steps to reproduce

This is difficult to reproduce without a test Woo store you can get notifications from. It happens in the Woo app. I was able to see it by getting on a call with @rossanafmenezes and @pmusolino.
