Quick summary
When an older post was switched to draft and published again, a new post notification email is sent to Email Subscribers.
Steps to reproduce
Start with an Atomic site that has a few Email Subscribers.
- Edit an existing post that was published on a past date.
- Change post status to Draft
- Change the post status back to Published.
- On the pre-publish checks panel, make sure the "Post & email" option is selected.
What you expected to happen
No new emails are sent for the old post.
What actually happened
A new post notification email was sent for the old post, as in the screenshots below:

Yes, easy to implement

Workaround 1: Choose the "Post only" option under the Newsletter section of the pre-publish checks panel.
Workaround 2: Disable the Jetpack Newsletter module before the post is published.
