Steps to reproduce

On a site already approved for Words Ads, change to the Free plan.
Go to Tools > Monetize > Ads.
Notice the Ads Dashboard does not show additional links for Earnings, Payments, Settings.
Instead there is a banner to invite the user to Upgrade to a paid plan.

This issue was noticed after an earnings payout was initiated. However, that is likely not related to the appearance of the banner.

What you expected to happen

To view the Ads Dashboard features, such as the Settings to manage the ad placement and PayPal email address.

What actually happened

Tools are not accessible. Unable to manage WordAds account.
Support had to provide the information.
