The blurring effect on the locked modules introduces some a11y issues. Namely that all the blurred contents are part of the keyboard navigation loop which is confusing for sighted users and misleading for low-vision users.

Steps to reproduce

1. Click the title of any locked/blurred module.
2. Try tabbing through the module.
3. Notice how the entire blurred contents are part of the keyboard navigation loop.
