The action buttons (?) in the new empty states aren’t keyboard navigable. While they look like buttons, they behave like links so semantically, we probably want to wrap them in anchor tags.

Steps to reproduce

1. Select the "Posts & pages" text for the module shown.
2. Tabbing once will bring you to the first link in the module text.
3. Tabbing again will jump to the "View more" link.
