Users have been struggling to find a monthly payment option. We now have peP6yB-1T4-p2 for billing options under the Plans page, but when a user selects an annual or multi-year billing option on the Checkout page, the monthly option disappears from the dropdown menu. This has caused confusion for some users who are looking for the monthly billing option. It would be helpful if the monthly option remained visible on the Checkout page, even if the user has already selected a yearly or multi-year billing option.

Reproduction steps:

1. Go to https://wordpress.com/start/domains
2. Type a domain name and click on the Select button next to the .wordpress.com option
3. On the dropdown, choose Pay every 2 years:
