Admins can create users directly to the DB, there's nothing we can do to prevent that.

What we can do is:

• Find a way to identify these users when loading this page https://wordpress.com/people/team/{siteSlug}
• Display these users to the admins
• Allow admins to “connect” these users by sending an email to them, here User Invitation wp-admin: Send invite to user #86738

This issue is similar to this (#86742) but not the same.
