Site Settings: 'Public' privacy radio button flickering on page load

Quick summary

The Public selection Radio Button is flickering in Calypso for several seconds after the page loads. This behavior does not occur when Coming Soon or Private are selected, but happens with Public (both with and without the nogoogle option checked).

Couldn't see any console error logs that seemed to relate to the behavior.

Steps to reproduce

1. Open a test site and navigate to Settings > General
2. Set the site to "Public" and save settings
3. Refresh the page

Settings to load without flickering UI

What actually happened

The radial button next to Public flickers for several seconds.
