Quick summary

When stats are disabled on my site, I would not expected stats to be displayed for that site in the agency dashboard

Steps to reproduce

1. Start with a site that's connected to WordPress.com, and where you have disabled the Stats module (you can do so under Jetpack > Modules in wp-admin)
2. Go to https://cloud.jetpack.com/dashboard?page=1
3. You will see stats indicators in the rows, and a stats card when expanding the site:
