SEO settings page should indicate when an SEO plugin is installed. #73074

Quick summary

When a compatible seo plugin is installed, the traffic page in Jetpack settings shows a notice like this

Your SEO settings are managed by the following plugin: All In One SEO Pack

The corresponding page in calypso shows no such notice.

Steps to reproduce

  1. Start with a site on any plan that includes Jetpack SEO.
  2. Install and activate Yoast or All in One SEO plugin.
  3. Your SEO settings are managed by the following plugin: All In One SEO Pack
  4. Go to Calypso home, then to Tools > Marketing > Traffic

What you expected to happen

A notice that shows that the site has an seo plugin

What actually happened

There is no notice, and the fields for seo are there. They don't work because there's an seo plugin.
