Quick summary
When visiting wordpress.com/view using a small screen, the Unified Nav will not scroll down. See video below:

The scroll does work on all other sections, the problem only occurs in wordpress.com/view
Steps to reproduce
- Visit wordpress.com/view on a small screen (one where the Unified Navigation height does not fit without scroll)
- Try to scroll down to see the bottom part of the Unified Navigation
