Improve step positioning by scrolling reference elements into view when behind scrollbars.

Why

Currently, highlighted reference elements stay out of view if behind a scrollbar + steps can go out of view if positioned near a reference that is out of view. Ideally, we ought to bring the reference into view to be visible when a step renders near it. This may happen behind multiple layers, inner page scrollbars, etc.
