As part of the explorations for the Help Center (p9Jlb4-2Vw-p2), we are looking at a proper draggable/floating panel that users can move around the page.

Let's explore what we have already in core and what we can develop, if possible as a standalone reusable component. We should be able to render any content into it (including external pages).
