Try & Customize option missing on Recommended Themes#52591

Steps to reproduce the behavior

  1. Go to theme selection page
  2. Find a recommended theme
  3. Click the 3 dots
  4. Notice the "Try & Customize" option is missing

What I expected to happen

I expected this to be similar to options offered by the advanced themes, screenshot below.
