Get Apps: Show platform-specific app badge for mobile app on mobile screens

Steps to reproduce

1. Starting at URL: https://wordpress.com/me/get-apps
2. On a desktop device, confirm you see app badges ("Get it on Google Play"/"Download on the App Store") to download the mobile app for iOS and Android, and a prompt to get a download link via SMS.
3. On a mobile device, confirm you only see the app badges to download the mobile app (no download link via SMS).

Proposed enhancement

On desktop, we want to give users an opportunity to get the mobile app for any platform (iOS or Android).

On mobile, thought, we should try to detect the platform and only show (or at least prioritize) the app badge that's most relevant to the device.

I confirmed that this is still an issue; it would still be a good enhancement for this screen.

I also noticed that we're showing a platform-specific badge on the Customer Home screen, so perhaps we can reuse that logic here?
