USPS offers two shipping rates: Retail and Commercial.
Retail rates are the standard rates that USPS charges for shipping. This is what you would pay if you take your package to a USPS post office for shipping.
It is possible to get discounted rates on your shipping labels. If you have access to discounted, you can pass those savings on to your customers by charging them the discounted shipping rates.
If you purchase and print shipping labels using WooCommerce Services, you will be getting this discounted commercial rate.
