Work cannot start on this until #1248 has been closed.

We have several utility functions in client/utils that are generally pretty isolated, so they should be good candidates to migrate early.

We'll probably want to do some of the data layer migrations (#1249) first to have a better idea of what types we're working with in the utility functions, so we might want to work this in gradually while working on the data layer migration.
