Steps to replicate
Create a navigation menu, with one on item having a lot of sub-menu items.
I was able to reproduce the issue by having 50+ sub-menu items
Test in Firefox 67.0 and Chrome Version 74.0.3729.169
Expected
Be able to down until the end of the sub-menu list
Result
Unable to scroll down to the end of the sub-menu
