Steps to replicate

Pulling this out of a prior report: Automattic/wp-calypso#87364 where happiness engineers thought that how the theme was designed, to link paragraphs to individual categories instead of dynamically rendering them, was a bug because any newly added categories weren't showing.

Result

Because the theme isn't using the categories list block, likely due to limitation in the block itself design wise, any new categories aren't automatically added to an archive page of a category.

Expected

Expect that the categories would update.

Going forward, can we advocate for changes further upstream to the categories list block to make this a more seamless user experience when adding new categories?
