Quick summary

Atomic sites are missing color palette option in Customizer > Colors & Backgrounds for themes that have this option.

Steps to reproduce

1. Activate a theme that has a color palette, like Maywood.
2. Go to Customizer > Colors & Backgrounds.

What you expected to happen

I expected to see palettes like a simple site.

What actually happened

There is a More button that does nothing.
