Blockbase: Sub-menu can flow off screen

When you add a third menu level, it flows off the edge of the screen:

@kjellr Would mind providing some guidance on this. Do you think we need to support more than 1 level of depth for submenus?

We should, but this seems like a Gutenberg problem (after all, the menu here is just the standard Navigation block), and I'm not sure it makes sense to build in too many theme-specific overrides in Blockbase. We should fix directly in Gutenberg.
