Drop inactive subscriptions that aren’t being renewed much sooner.
Subscribers are expected to periodically renew subscriptions; ideally before hub.lease_seconds expire. Avoids indefinitely PUSHing subscriptions to long-dead subscription callbacks. Upgrade path: current subscriptions are unaffected, only applies to new and renewed subscriptions.
