Tested together with the wpcom PR and works as expected on both simple and atomic.

Could it be done with wp_register_style
or something similar? I find that having html, js and css mixed together with php is a dreadful thing 😅

I usually agree, but my reasoning was 1) the code already exists and tested, don't mess with it 2) enqueuing a CSS file issues a new network request.
