Random logo placement doesn't communicate jp user is connected to wpcom #4273

Description

Issue: While going through testing a current beta I discovered a jetpack logo sitting in a seemingly random location. I sort of suspected it meant the jetpack user was connected, but was unsure.

After some digging and help from @jeherve & @dereksmart I tracked down some info:
#3433 && #2601

I believe this is unclear to a user looking at the user table as to what this might mean. A jetpack logo in a seemingly random spot just looks like a wordpress / jetpack hiccup and is pretty confusing. We shouldn't be relying on a tooltip to full explain things better.

Let's take some time to design a more effective way to communicate to users, what users are connected.

Also: mobile needs some immediate attention as well.
