Raised as a concern here. Frequent small changes to page content cause the notification bubble to be a frustration more then something helpful.

We should improve detection of content changes vs actual structure changes to pages.

Though this might be tricky, as making changes to a beginning paragraph, might actually push a section down (or up), effectively making it necessary to update the Critical CSS.
