My Jetpack: Handle the active state for Akismet product card in a better way

When the Akismet plugin is installed but inactive, My Jetpack shows this, which is great:

When you click ‘Activate’, it changes to this:

The plugin is active, but the actual spam filtering magic is not. If you click ‘Manage’ at this stage, you reach this page:

For Akismet to be active and working, we need to check if the site has a valid API key set up. Before we have it, it feels wrong to show Akismet as active.
