• Incremented actions to remove deprecation warnings related to node 16
• see GitHub Actions; All Actions will run on Node20 instead of Node16 by default

Update for GHA specific usage

remove git root checking and therefore remove git dependency in
dockerfile

Initial test release

add github action

action currently uses the dockerfile to build the image rather than
pulling it from ECR as I cannot currently push to ECR but once builds
are automatically pushed to ECR we can use the image directly from there
