Description
On the implemention side, dandelion can be bundled into gossipsub/BN but only turned on by the client if they care about their privacy.
Nodes that haven't updated just ignore the protobuf differences. Nodes that don't use it but are aware of it, can pass stem messages but don't have to create them.
