[Tracker] Deal with the Time Machine snapshot issue

If your issue got duped to this one: This is covered in the release announcement. Please see here for instructions on how to delete Time Machine snapshots manually, and try doing the install again after doing so.

We should detect this situation, take into account snapshot size when computing available space for resize, and provide an option to delete the snapshots directly from the installer.
