[BUG] ModuleNotifier to delete previous toggle messages for the same module

**Description and explanation of new feature**
When you use `MsgOnToggle` it should replace the previous toggle message for that module rather than filling chat by spamming a bind.

**Additional context**
Meteor, future have this (future when using macro to toggle)
