This pull request adds tests for the pull request description generator and adds configuration parameters to set environment variables in the generated pull request description.

This change is required to ensure that the pull request description generator is properly tested and that environment variables can be set in the generated pull request description.
How Has This Been Tested?
This change has been tested by manually running the tests and verifying that the pull request description generator works as expected. Additionally, code quality checks have been performed with pylint and flake8.
