Evaluate ColBERT retrieval results

### Description

ColBERT v2 has the potential to replace parts of our existing retrieval pipeline, not just provide re-ranking.

Additionally, fine tuning a ColBERT encoder could also improve vocabulary understanding and allow for custom synonym lists in a more effecient manner.
