Workflow for restoring existing releases in Azure CDN

Description

We accidentally deleted some preview versions during a release due to an error in the release script. It turned out to be difficult to rebuild and publish existing releases using the workflows we currently have. In case releases are lost from CDN in the future, we should have an effective way of restoring them.

Options:

1. Manually invoking the release workflow on an existing tag, causing a new build and release step.
   • How would this interact with "latest" minor and major?
2. A new workflow that restores the lost blobs from backup in azure.
